THE IMPLEMENTATION OF SANGGUNIANG KABATAAN REFORM LAW IN BARANGAY POBLACION, TUPI SOUTH COTABATO

Abstract

This study aimed to evaluate the implementation of the Sangguniang Kabataan Reform Law, also known as the Republic Act 10742, in Barangay Poblacion, Tupi, South Cotabato. The primary focus of this study was to identify how the SK in Barangay Poblacion implemented the five SK Reforms, measured the level of performance of the SK in the implementation of the SK Reform Law, and finally, identified what was the reinforcing and hindering factors in the effective implementation of the Law. There were 5 individually interviewed for the KII, and 50 respondents for the survey method. In total, the researchers had 55 purposively chosen respondents to collect sufficient and reliable data for the study.

The result revealed that the implementation of RA 10742 was seen as beneficial in terms of youth development because there was already an organization focused on the development of the youth sector. However, the continuous mandatory trainings and seminars, particularly for the SK Treasurers, were not completed on a regular basis. Also, Sangguniang Kabataan's performance has proven to be successful. Financial Autonomy was identified as the most potent facilitating factors because it allowed the SK Officials to use their funds independently. One of the impediments to the implementation was that the continuous mandatory trainings and seminars for the SK Treasurers were not done on a continuous basis. The researchers suggested that there must be additional trainings and seminars for Sangguniang Kabataan Treasurers on the handling and disbursement of SK Funds. Also, enact legislation requiring all SK officials to be compensated for the time spent performing their duties and functions.
