One of the prominent issues in society is the deficiency of government infrastructures and development projects because of the insufficient budget encountered by its fiscal management. Facing these problems in the Local Government Unit of General Santos City, they enacted the City Ordinance No. 09 series 2014, an ordinance adopting the code of Public-Private Partnership (PPP) approach in the financing, construction, operation, and maintenance of local government infrastructure or development projects, creating the General Santos City Public-Private Partnership Board (GSCPPB). However, recent studies show deficient foundations on the framework and the system documenting citizens' participation in local governance. Here the researcher shows the effects of Public-Private partnerships in local governments and citizens' participation. The researcher found a theoretical framework that strengthens the foundation of Public-Private Partnership (PPP) in GENSAN which, is the institutional Isomorphism with its' mechanism that pressures the formal and informal groups in the city to comply with the needs of its citizens. The researcher also found that the Public-Private Partnership framework brought good and bad effects in local governance and citizens' participation. The results of the study demonstrate how important to have citizens' participation! in local government in its approach towards Public-Private Partnership to maintain the status quo of having good local governance in its sovereignty. The researcher anticipated his essay to be the starting point for more sophisticated studies in the model, to improve and maximize its effectiveness for the developments of its projects in the city.
