The present research aims to identify and analyze what kind of illocutionary acts mainly manifested, the dominant illocutionary act used and its functions and what are its contributions to the intentions of President Rodrigo Duterte on his 5th SONA. Quantitative-qualitative method will be adopted in this research, which is based on the Speech Act Theory of J.L Austin and Classifications of Speech Acts by John Searle. It is significant to note that all speech acts are used by Duterte. From the 509 sentences in SONA, there are 177 illocutionary acts identified. Among which, Assertive utterances takes up 66.67%, Directive holds 12.43%, Expressive shares 9.04%, Commissive holds 2.82 %, and Declaration takes up 9.04%. The dominant illocutionary act used by President Rodrigo Duterte is the assertives with 118 occurrences (66.67%). The actions that belong in these category are classified as asserting, claiming, reporting, informing, assuring, denying, remind, avowing, and explaining in which informing is the assertive function that is mostly used.
